What changed
- LLM06 changed meaning: Excessive Agency in 2025, Unbounded Consumption in 2026. Always write the year.
- Excessive Agency climbed from #6 to #3. OWASP calls it the most consequential move on the list.
- Unbounded Consumption rose four places, #10 to #6: runaway use, runaway bills.
- System Prompt Leakage is now Hidden Context Exposure (#8), and it covers tool schemas too.
- Improper Output Handling fell the furthest, #5 to #10. Model output is still untrusted input.
- Prompt Injection and Sensitive Information Disclosure stay at #1 and #2.
